Does it matter what country a business is in? If you start up a new corporation, and choose France instead of the US, does it really make any difference? I love the new version of the game, I haven't played W$R since the 6.x DOS days, and it's the primary reason I have Windows emulation software running on my Mac!

The start-up costs are dependent, to an extent, on the country which you pick. Other than that, I think it's just a question of patriotism! I generally found in the UK, simply out of national pride - it is expensive, though. Indonesia is only $10m start-up costs, whereas UK / US is $25m.
